Default Inconsistent whining noise when coming to a slow stop

My car, 2001 gs430, would make a whining noise (about 3-4 seconds) and then stops when it makes a "click" sound. This only happens when i come to a slow stop, about 10 mph or less. The noise appears to be coming from the driver side engine. I replaced the rotors and brake pads but the sound is still there. it does not always make a noise. My car drives the same and this noise been happening for about a year now. A buddy of mine said it could be the ABS. Any idea?

Is your inner fender rubbing the tire?

Sounds like it's comming directly from behind the dashboard, driver's side specific area location ? Low MPH scenario here as well & same 3-4 seconds then 'click' . (The sound kinda simulates a fuel pump priming, then click to be exact for those wondering)

It sounds exactly your brake booster accumulating pressure and is totally normal! With your car parked, pop the hood, turn the key all the way without starting it. Hover your ear over the brake booster/reservoir and have your buddy (or you if you have long legs) give two full pumps of the brake pedal and you should here is whirring and building pressure and then *click* off. Let me know if this is your noise. If so, it is totally normal. If it becomes VERY loud or happening for more than a few seconds, your booster may be failing, which there is plenty of info on here on how to address that.
