Default 1999 GS300: RPM's go past 3k just to accelerate

So this issue is on a 1999 GS300 with 160k or so miles.

When the throttle is lightly depressed the RPM's go above 3k, and it cruises on the highway at 3.5k @ 70 MPH. Is the overdrive out? I would appreciate any suggestions on what this could be because it is not normal.

No CEL.

New MAF, O2 sensors, Fuel pump, and other insignificant parts that do not matter to this issue.

sound's like a transmission problem?

trans pump or clutches/bands....?

Possible that it might be the torque converter.

I could ask my brother to post a video, he is the one that drives it. He might or might not...
I personally was thinking that it might be the TPS because when it shifts it is rough he says. Couldn't it also be low tranny fluid? Hope it isn't the torque converter... Though the tranny is original I think. Thanks for the suggestions.

*EDIT* just so people can see this in the future, the high RPM's was/is 2 thing's. #1: Old engine with almost 200k on it. #2: Paranoid brother... Both issues still remain, bro love's his beat up Lexus and he never takes it above 3k rpm's. Smart with such an old engine IMO.
