Loosing coolant or something else? Please help!

So I've been having a gander on here for the past week and couldn't find any real answers to my problem.
I noticed my coolant expansion tank is pretty much empty/low on coolant last week to which I cannot remember the last time it was last filled. I am guessing almost over 1 year ago or around that.
Now I recently checked it again yesterday and the tank is now empty again? I only put in 1 litre of red coolant last week, and I've put in around about the same again today. Is it possible it was just very dry on coolant?
Their is smoke coming out of the exhausts, kind of white-ish but not very, although it is VERY cold here right now around 0-2c. So I'm just wondering if its steam or possibly a blown head gasket? I also have a very bad blowing exhaust ATM if that helps...
I checked the oil and their is no signs of coolant, my rad is filled with water. i'm just a tad worried about this steam or white smoke coming from the exhaust? It doesn't smell sweet, just fumy if were on the same page haha?
The car is a 1998 GS300

It doesn't seem to be smoky anymore now that it has warmed up a bit outside. Still just wondering if anyone knows about the coolant being low etc..?

Hope it's not a blown head gasket. You would need to put a pressure tester on your radiator to see where the leak is coming from. If you do not have the pressure tester, fill up your radiator with water. Let it run with your heater on and look for any leaks.
Best bet is to get a coolant funnel and see if there's any oil or violent bubbles. If violent bubbles is your results then its a blown head gasket which explains the smoke(usually has a distinctive smell)
