Default Car Alarm Issue.

I own a 98 GS400 that has alarm problems. If I let the car sit, doors locked, and windows down. I can unlock it and open the door so the alarm goes off. I get the keys push the unlock or lock button and nothing happens. I then put the key in the driver door and turn and it shuts off. Another thing that happens is if I push the lock or unlock button inside the car it moves a little bit and goes back to the position it was in before. It was like something was trying to hold the door locks from inside. Ive had these problems since I had the car. I have checked the battery and I can see the little red button flash when I push any of the buttons. If anyone has information on how to fix this please let me know. Thanks for everyones help and inputs.

Its not a problem, thats how keyless entry works.

Have any suggestions on how to make the factory key work with the factory alarm to lock and unlock doors.
