Default New wheels on do I need both alignment and balancing

What's up guys,
Recently took off my gs 16" wheels for gs430 17" wheels on Michelin tires I know for sure alignment needed what about tire balancing?
Everyone telling I must get both just want to confirm

if your alignment was fine before the 17s you do not need an alignment.. nothing has changed, why would you align it? as for balancing, if they were used with tires i would balance, just to see if wheels are bent or tires out of round
