Your eBay link will get nixed by the mods but here's a key part of the description...
Part is a resistor chip that will modify your AIR/Fuel ratio and advance your engine timing to run stronger and increased your car or trucks power. This modification will modify your stock ECU system with a resistor. This mod tells your ECU that the air coming in through the intake is cold air this advances the timing, letting the engine produce more power. Release the HorsePower of your engine. This generic modification is a fraction of the cost of those expensive ECU upgrades, is extremely easy to install and does the same thing adds UP TO 20 HP! Actual Horse Power gain will very depending on engine size and other factors.

Yeah that mod simply tells your car that max airflow is coming in, and it's cold, so the car should pump the max fuel it can into the air/fuel mix... but that mod is crap. That mod is ok if you ACTUALLY have upgraded your airflow parts to take advantage of that extra fuel in the mix. If you don't upgrade your car with at least Short Ram intake or Cold air intake and an exhaust system you probably won't gain any horsepower. That system basically lies to your car and tells it the air outside is very cold and lots is coming in (notice your car runs better on a cold day? Taht's because your airflow sensor is sensing lots of cold air and pumping it's max fuel ammounts into the air/fuel mix). And if you do decide to replace the airflow parts. Intake/headers/highflow cat/exhaust .. well then you want to replace your stock airflow sensor and fuel map system all together anyway. With all that extra airflow capability with the removal of the stock parts your car can now safely use even more fuel in it's mix than stock because there's more cold air available than stock... now you are taking full advantage of your new high flow air upgrades with a better air/fuel mix.. which is the basic ingredients for what makes horsepower.

I read somewhere else that the mod they are selling is like a $0.80 (yes, 80 CENT) mod...it's just a single resistor that you can get at any electronics store (like Radio Shack)...
