High idle on cold start just started out of the blue

High idle on cold start just started out of the blue
It is not a cable adjustment and no cel 
I will try to get it on the scanner this week to check the tps voltage and what not but not sure if this may be a common issue?
I searched and although other people have the same problems nobody posted a fix yet.
My car just sits in the garage for months on end as it's not a daily driver so not sure if sitting had something to do with it but as it warms up it goes back to normal when fully warm but cold start idle is 1750 rpm which is way higher than it needs to be.
Any ideas?
