i had the same problem on my 99 GS400... its your starter contacts and plunger... you have to change them.

read this.. on the 2nd page shows you how and what to do.. i have general knowledge of cars. and did this myself.. it was easy without any issues.. if you bring it to a dealer they will charge you 1k+ for the job.
I did it myself for 80 dollars for parts and thats it.

Looks like it...I think the Sewell kit came with new intake manifold gaskets which is why it's more expensive. Look at the Sewell kit and compare parts.

Your battery should be at or above 12.4 volts with motor off.
While cranking it should not drop more than 2 volts.
Find a volt meter and check it out.

I just had this myself last week. I used the $25 kit as I have more time than money. Its not complicated, more just cumbersome. You can do it, but you have to take your time. Pulling the starter off is the hardest part. Just think logically and you can do it. once the starter is off, the contact and plunger kit is very straight forward. just do one side at a time so you don't mess anything up. Only problem I had was I did not seat the starter in correctly my first time. So I had to take it all down again. the second time took me 1 hour to pull it all down. First time took 2-3 hours. have a friend to help you pull the manifold off it makes life a lot easier. when the starter is seated properly it should line right up to the bolts.
