Rust!!! on the OEM rear spoiler

So...the metal piece on my spoiler is rusting.
I thought it was surface rust, but it's really, really bad. The ends of the metal strip are flaking off (beneath the little plastic covers at either end).
Mine has clearly been caused by the spoiler no longer being sealed; it has a crack along where the meal reinforcement strip is inserted, and you can pry it open and look inside.
This has allowed water to get inside. I suspect that the inside of the spoiler stays wet for extended periods.
There's no good repair for this, which is a shame...the metal piece just needs to be sanded and repainted, but it can't be removed.
