If its just surface rust then no worries, but if its deep and and put holes in the metal, thats when you need some work and depending on where it is and how bad it is depends on if its needed to cut and add new panels, or just simply bondo over. But assuming its a small surface rust, all you really need to do is just sand it down with some 80 grit sandpaper or so, even easier and faster if you have a grinder. (I still prefer my own hands though, just cause I'm cautions and like to go slow) Once the rust is all gone, then simply use some automotive primer and then paint match over it. Unfortunately there isn't any magical spray in a can that will just kill the rust from growing. If you're not a real do it your selfer kind of guy then your best bet is to get some quotes from some local auto body shops. Hope this helps, good luck!

Oh and I forgot to add, if you do plan to do it yourself, you could check some stuff on KBS Coatings.com they have some good products that keep the rust from ever coming back, it would be a pain to do all the work yourself and have all of it get rotted out again.
