Default Help Steering Wheel Part

Any idea where the part in the picture attaches to the steering wheel on a 99 GS4? It fell out when I was removing the airbag and horn assembly.

It attaches to the lower part of the cruise control. I had the same thing fell out while dis-assemble my steering wheel. It took me a while to figure out where it belongs to. This piece goes in between the wheel and cruise control unit.

Is this the correct screw? It fits between the plastic ear on the cruise control switch and the metal of the steering wheel? Any idea what it is for?

Yes. That is the screw. Attach the metal piece to the cruise control unit first then screw down to the wheel. I think it's just gives the unit a solid surface to attach to the steering wheel.
