Newbie Suggestions For California Emmisions GS400

I have purchased a 1999 Gs400 with approx. 80K miles as my extra vehicle. i know there are many posts as to which mods to do first. But would any of the recommendations change with a 199 GS400 with California Emmissions? Or one with 80K+ miles?

P.S. I do not live in a state that does emmissions testing!

well from what i see most of the engine mods (intake, exhuast) all don't have any CARB legal stickers with them, so they are all street illegal. when you do smog check you will fail for sure
