Default Engine swap or procharger?

I really want to do some kind of LS swap iv been checking my local classifieds and they're are a pretty good number of LS engines that come with warranty and cheaper ones from private sellers. , maybe a used ls2 or ls3. I'm also thinking of using my vortech super charger on low boost and feel that is my only option. I know I can make more reliable horsepower on a LS engine but from what I read, In AZ the engine must be the same "make" as the car, either same year or newer. I go through cars so often I actually have only taken 1 car into emmisions and that's my back up car, "89 accord" and I'm not really sure how emmisions work since when I took my accord in for emmisions they're was a line for 2001 and up vehicles. My car happens to be a 2001 gs430 so I don't really know what my options are for a engine swap. One guy told me at a car show if I get car collector insurance I can bypass emissions but I don't know exactly how that works.
