I was at my Lexus dealer today for service and I mentioned to them about your case. One told me that it was difficult for them to prove that it was infact their painting process that cause the flaws. They have one case few yrs ago similar to yours but the cause of the flaws was the car was sprayed with paint remover while parking in the mall's parking lot. The paint remover caused the popping up of paints in several areas of the body panels. But they have history of a few LX470's where the flaws are in the lower body claddings and along the running board.Paint not really popping up, but inconsistent in color intensity/shading.
