Angus I hope you won't mind if you're experienced viewpoint begets a question (wanting to understand better).

What is an expected result if the area was not "hot tanked"... that this weld can fall apart further, for example?

Far as applying JB Weld....is ti "proven" to last many "years" (under pressure and heat)?
Althought that may be a "DIY" move, I'd want a professional to do it ...think one would be willing to?

Sorry if it took me a bit. To answer your questions:

- if the aluminum is not completely clean and properly prepped, you will get varying degrees of a bad weld, ranging from no penetration at all to pinholes or porosity to a weld that will crack later or break - aluminum is particularly difficult and needs to be immaculately clean.

- JB weld will last a very long time, the key is to prep the surface so it's free of oil, grease and antifreeze - then sand or grind it so it sticks. Another nice thing is if it leaks later, you can just add more.
