The tail light fuse shares power to tail lights and plate lights so according to what you said, that fuse should be ok.
Remove the plate light bulbs and check to see if you have 12V on the two terminals where the plate lights sit. You will have to turn your park lights on for this test.
Also check to see if both bulbs aren't blown.
