Default Cleaning OCV filter...

So as i continue to chase my random misfire problem and my OCV throwing a code, I decided to clean the OCV filter after reading about that on here. I pulled the union bolt and there is no filter coming out with it. I stuck what little bit of my finger that I could fit into the part and didn't feel anything else in there. Is it supposed to come out with the bolt? From the diagrams I was looking at it apparently was. I could not see it inside the hole it is supposed to be in either. Is it possible the thing wasn't even in there? Or is there some trick to get it out? I have some tools with curved tips and they did not grab onto anything nor could I feel anything other than the threads for the bolt. I am stumped on this one

Mine came right out with the bolt. The threads on here show some nice pics.

It would help if we knew what motor we are referencing...
1uz and 3uz do not have filters similar to the 2jz.
