I picked up my 2003 Lexus GS300 on Saturday

It's Pearl White and the options that I got are the leather heated seats, 16" chrome wheels, memory seats, and wheel locks.

My question is what is this light for?? I haven't seen it turn on since I had the car, so what is it there for??

Well, that little bulb is for your parking lights when you turn on your headlights. Your high beam turns off (DRL) and that bulb turns on.

tranman is correct. The bulb in the center of the housing (not circled in your photo) is the Hi-Beam light, which does double duty as a DRL. The bulb you circled on your pic, is your parking light, which gets washed out by the DRL for the most part anyway. Check the lighting section, many (myself included) have changed this bulb to give the yellowish high beam a more appropriate blueish hue to match with the outboard HIDS. If you don't have HID's it may not bother you as much.
