Wont Start On 1st Turn of Key

I have 1998 GS400, recently changed the starter. While I was in there I cleaned out all teh oil residue out and throttle body. My key broke during this time of repair, as well. So after we put all the stuff back together the car wouldn't start right away, i put the fob next to the key and it wouldn't start. On the 3rd try it fired up. The past couple days its been like that. Can anyone enlighten me if its just because of the key or maybe i got a bad starter?
Car has 128k miles and all belts, water pump, plugs have been changed. I have a new battery. no codes

That is what happened to me when my starter started going bad, but you stated that you just replaced yours. Is the starter new or a reman? Might be the key since you said it broke. Try to change the battery in the key fob, easiest/cheapest option for now. If not it might be the starter, since others have had issues with starters that are remanufactured. I just replaced my started with a reman and its been fine for the last 6 months.

I want to say the key and fob is the issue just because the way it sounds when you try to start it up when the fob is not next to the ignition. The starter was new if i can recall.
