What is this actuator-y thing making noise?

What is this actuator-y thing making noise?
Hey guys,
Recently I've been hearing a scratching noise in my dash, kinda sounding like a cat trying to make its way out.
Turns out its an actuator, or something, so I sprayed it with WD-40, and it stopped making noise.
I can't tell if anything is not working... A/C and heat seem fine on both sides.

Bit hard to get that last photo to take properly. It's a plastic C shaped track, with an arm that sits inside it. It's like the arm is trying to smoothly go down the track, and is getting caught, kinda like the bottom right of this pic:
Any advice, or knowledge on what it is??
