Default How do I prevent the air from defaulting to recirc?

Every time o start the car the AC or heat starts in recirculate mode even if when I turned off the car I was in vent mode. How do I make it stay in fresh air mode?

There's a CBEST setting the dealer (or anyone with Toyota Techstream) can change. When enabled, it automatically switches to recirculate mode in high HVAC load situations in an attempt to get the cabin to the desired temperature quicker. You would want to have them disable it.
