Starter or neutral safety switch?

So before getting blaster about being new and searching the forum just know I have already searched and still don't know which. I have been having issues starting my car and when I turn the key I hear 1 click from under the hood which from reading sounds like a starter but recently I i have been hearing and feeling a click through the shifter as i shift to netural which makes me think netural safty switch. When i put the car in netural it starts usually sometimes it doesnt unless i jiggle the shifter some...so which is it? I have found out how to pull the starter but nothing on how to pull the safety switch. Where can I find that? I have also replaced the relay and checked fuses so those are good. I should also mention that there are times where the car will go to start turn over a couple times slowly then stop.

Welcome, It helps to post year model and mileage of your GS.
Starter contacts are made of copper and are a normal wear item.
They may go 200k miles or sooner before they wear to failure.
When they fail the issue is typically intermittent, 1 in 20 no starts then it's 1 in 10... it gets more frequent and if you continue to ignore the symptoms you will get stranded and the car will not start. Keep in mind that it may go days like this or months.
Proper diagnosis on the issue is important but difficult due to the problem being intermittent.
Make sure the battery and terminal connections are in good working order.
You may also try engaging the starter at the starter relay under the hood.

Sorry I should have remembered that been out of the forum game for a few years now lol. It's a 98 gs400 with 328k miles I have replaced the terminals on my car within the past few months cause I was having system issues...how would I go about engaging the starter through the relay? Would i use a meter and try to start with the relay out?
