Just a guess cause I have no clue which fuse you're talking about, but most likely its the one that is bolted in.
You have to remove the fuse block out of the fuse box. Its snapped in for tabs (2 on each long side) and maybe a single one on each short end. Once pulled out, you'll see the bolt on the side. Dont do what the retards do and drill a hole on the side of the box to access it.
