Examine all the sensors and look carefully which sensor or sensors is not sitting flat, remove the the sensor thats not sitting flat and clean the surface. You have rust build up you can tap the area with a wrench and the rust would chip away, then get a file and try to file the surface smooth. Recheck the surface with the sensor to make sure its sitting flat. Remember a slight unevenness will cause your condition.
Update - After doing more research on whats going on with the car I stumbled upon a thread on the RX350 forum. In there a member used something called a Launch X431 Creader. I found it on amazon -
- The device hooks up to the car via OBD and you can see every function of the car. So after dialing in, I found the ABS monitoring function. Once on I took the GS down the block engaged the brake ABS slipped and I observed the FL sensor going to zero WAY before any of the others. Now with that being said, I will take the speed sensor out and clean and reseat it properly. Hopefully this will correct this issue. If not I will spend the money and buy a replacement.
The benefit with this tester, I dont have to take every single wheel off. I just diagnosed what exactly is not reading right and now I can plan my repair accordingly.

Used the tool and was able to find the ABS sensor that was causing the issue. The FL sensor wouldn't sit properly because of the O-ring being warped.
Cleaned everything up and sanded down any rust around the area. Once done reseated everything and were good to go.
Pics below shows while I was slowing down the sensor going to 0 before any of the other ones. If you are experiencing this, this tool is worth the every penny. Cheaper then buying a sensor if you don't need one ;-)
