Default headlights glare

i have 2001gs non xenon headlights on my 98 non xenon equipped car and motorists are flashing me indicating my high beams are on when in fact there not, getting frustrated to the point i don’t wanna drive it at night, any solution to this? im using regular halogen bulbs.

Check if your headlights need to be adjusted down.

yup adjusted about a month ago and the headlights gauge is centered, yet still not aiming correctly.

Don't rely on your headlight's gauge, use the method posted in the link above to adjust your headlight aim.

If the headlights are hazy, they will scatter their output.
