First did you check the fuse if not blown. Then check the bulbs see if it is't blown as well. Then check the connections to see if there is a short. I hope that helps.

Obviously....

Does the switch turn?
Do the fog light connectors get 12v?
Are the fog light bulbs working?

When we bought our car, one of the bulbs was burnt out. Easy enough replacement, not too hidden...

The fog lights on my GS400 would work intermittently, sometimes not come on and sometimes blink rapidly. I noted that it depended on just how the steering column switch was set/turned to turn the lights on. I determined it was a bad connection on the column lever switch and bought another and swapped it out. Works perfectly now.
