I have a 99gs 400 an I changed my vvti banks an my car slowly starting to lose power an my dash shut off an car will not shift dose anyone know what to do??

What is a vvti bank? Do you mean the OCVs?
Power: How quickly? What period of time? How much for each increment?
Dash: do the headlights work? interio lights? Radio?
Shift: What does not shift mean? car runs you won't leave park? Shift **** won't move?
