Default ABS issues and dealership recommendations

I’ve been having this issue for the past 8 months or so. At first, the ABS would activate during locked steering at low speeds (5mph and under). Now this is happening at almost every stop. I’ve replaced the front two abs sensors with no luck and I don’t want to replace the rears unless I know that I have to. I brought the car to Lexus of Northborough, and they ended up telling me the issue had to do with the master cylinder pressure sensor circuit and the rear right speed sensor circuit. They also told me that it would be about $440 to fully diagnose the problem and find the best solution. Could I solve this problem by replacing these two sensors, or is something else likely causing the issue?
