Does this sound normal? My rear camber has been off for a while they were never able to align it into spec. So I got rear upper and lower control arms. Got an alignment and left with the rear camber being in the red still. Went back after realizing this guy didn’t even align the rear camber. Now they aligned the rear into spec everything is green but now the front caster is a little off at 6.82. Could changing the rear camber somehow throw off the front caster?

I have a 99 GS400. I know it says GS300 and at first I thought he did it wrong since the max and min seem to be slightly different on the gs3 vs gs4 but it’s almost the same and I’m still in spec.

No, front and rear aligment are independent. He probably just messed up in the front, I'd go back.
