How to program key fob

Does anyone know how to program a key fob. The second one I received with the car doesn't work and Lexus said they need to program it and it cost $65 to do it. I know it only takes 2 minutes to program it so they arent getting my money for that.

I know I was pretty pissed about them not doing it for free. I'll try it at another dealer next time I go in for a oil change and see if they will also turn off the drl since this one didn't.
