I had to readjust a second time because I initially set the beam too high.
I started out by parking the car about 4 feet from the garage wall. I taped paper on the wall and made a mark where the top of the beam was. I then adjusted the beam about 1” higher than the original mark. Took it for a test drive and could tell right away the improved distance. However, I got quite a few “flashes” at me, indicating that oncoming traffic thought that I had my high beams on. HID lights can be very blinding. I returned to the garage and adjusted the beam to about ¾” above the original beam height. It is important to remember that the distance between the car and the wall must be consistent when making adjustments.

seriously though, yes car and lights should be on when adjusting. I'm sure you've noticed when you turn the car on the auto level and (I assume) AFS sensors run a test and reset to optimal position based on vehicle positioning.

I try to adjust the aim with the headlight off, trying to do according to the bubbles. I would not get the screwdriver to bite, try it for like 30 minutes. Next day, I try it with the headlight one, got the screwdriver to bite on the 1st try. So, I would say if you have AFS, do it with the headlight on.
