Tires rubbing. Any suggestions?

I'm guessing he's rubbing in the rear as he's talking about rubbing when passengers are sitting in the back.
There's no plastic fender liner in the rear wheel well. Just the felt wheel house liner and the studs sticking out that are used to fasten down the liner.

Thanks for all the help guys. I'm thinking i might have to do a 1 degree negative chamber and shave a little to stop the rubbing. Here are some pics.

fender rolling is done on the inner lip, so in reality, you won't be able to see it anyway as long as it's done properly, but i think OP's rims are way too aggressive, he might have to cut instead of roll
improper rolling can lead to paint cracking and distorted fenders, make sure they heat it up with a heat gun prior to rolling as well

Thanks guys for all your help. I'm very happy to say my rubbing problem is fixed. All i did was shave the inside of my fenders a little (not much at all). I then had 3 of my friends sit in my trunk and jump. The fender passes all the way over the tire now without rubbing.
