This guy was telling me that BMW, Lexus, and most high cars have some type of balance in the rotors, so when you buy them they either come balanced or you get them balanced, that's why it's important to buy the right ones and not just any cheap rotors. Is this true?

All rotors are balanced unless they are defective, in which case his point is moot. Avoid cheap rotors anyway, as some are prone to rust.
