I checked, they are on all four wheels of my car and on the front side of all four.
Perhaps they are there to catch pedestrians you run over, so that you can't get away with a clean hit and run.

I called Lexus. They told me that they are there to deflect walking canes from getting lodged into the wheel well since research showed that the majority of pedestrian accidents in north america are with seniors suffering from dementia and a cane in the wheel well might cause a loss of vehicular control and danger to it's occupants.
