There's a meter measuring low and high in the front of the 3 gs what is it measuring?

its liquid has a bubble kinnda like used to measure straight surfaces...

headlight level adjustment? When you said "front" is that under the hood? Near headlights?

1 thing I always wonder is a noise I keep hearing. Now and than when I stop at a red light or just started my car (basically soft enough that road noise will over come it) I would hear this noise like a motor turn on for 1 or 2 sec and turn off. Sometime I feel my brake would vibrate a tiny bit when I hear that motor so not sure if it's related. I think sometime it turn on while the engine is not running too, but I can't be sure. Any idea what it is?
