Thinking of lowering the front more

6 months ago I had to raise the front a bit, because the tire was rubbing in two places. inside the wheel well, there this plastic bump (10 o'clock) which I can probably remove with a heat gun. However, I'm not sure what to do about the fender. It either rubs when I turn or when I go over big bumps / dips. Im more concerned about the fender, dont want to bend it at some point.
My question, if I adjust the stiffness will that help or perhaps get rid of some of the rubbing ? Oh an my front offsets are not that aggressive, +35, 19x8.5 , 245/35/19.
Dont really want to get new set of tires atm. Shaving fenders is not an option

235/35/19 should fix it. I would remove the plastic/metal fender guard as well. Not the fender lining plastics but it's like a rail that runs along where the fender ends and goes into the wheel well. On mine, that was the problem. Last resort is to roll the fenders.
