Engine Noise - Drive Belt Tensioner

There is this odd sound coming from the engine bay when I'm in idle. I took it to the dealership and they said it was the drive belt tensioner. My car only has 54,600 miles.
1) How often does this part go out?
2) How much would it cost to replace?
3) I noticed the sound before my 50k warranty expired. Do you think I can still get the dealership to replace this part? They quoted $1200!!!! (*said 7 hours of labor) That sounds like a little BS.
