But her parents might, and her parents may not be quite ready to see their daughter in college starting off her life bankrupt.
That's crazy that it's legal to drive around with only $10,000 worth of insurance. I have $1,000,000 in liability insurance, and $200,000 in uninsured automobile coverage on both my car and bike policies. I think the minimum amount of liability you're legally allowed to carry in Ontario is $500,000. Granted, everybody pays high insurance rates here but given the alternatives I guess it's worth it.

I thought that if you get hit in a parking lot, it's considered private property and the police has no jurisdiction. I recall my parents got hit (other person's fault) and my wife hit someone else's car (her fault) in a parking lot. In both cases, the police refused to do the police report and both parties ended up paying the damages themselves. It shouldn't be this way but it seems pretty consistent from state to state.

thats was another reason why police didnt come out,,,mall parking lot is considered private property,,,either way the other guy admitted his fault and with damages, its pretty obvious,,when mall security came out he was def on my side as well,,,but i wish i had a police report tho,,,

damn. i would be pissed. That fender damage is a biatch.
If it were just the bumper, I would have been relieved.
i hope you took pics of everything, including his car.
you did the right thing.
always follow up with their rental car company, both rental car HQ and local office they rented from.

I think that says it best, even if the guy did not buy insurance, the rental car company buy 1mil liability insurance.

I had a friend in a BMW who got hit by an illegal immigrant who spoke no English, had no insurance, and no money. The police let him go because they said there was supposedly nothing they could do....has anyone experienced this? What options does one have?

Same in the UK. I got hit by a woman driver, she wouldn't stop until I made her. Her details turned out to be false, but we tracked her down through the car records. She was on benefits, had several financial claims against her and no assets. The insurance company gave up and I lost my no claims record. She wasn't born here....

I don't think this is true. Go on hertz or any other car rental site. You can reserve a car rental without ldw. Many people rely on their own car rental insurance, or Amex or Visa Platinum insurance which covers any damages not covered by your own car insurance.
