I agree with this if there is a large insurance claim associated with it. But if its a simple case of someone's car getting keyed so they repainted it (no bodywork) that would only be 10%.
The fact that people check is why the hit to value is so big. A lot of people won't buy a car that has been repaired, so you only get the bargain hunters.
