Wouldn't it be hard to get to the catalytic converter since its covered by hard plastic, then again things can happen!
It's different on every car. I'm guessing the ones on that jeep model are easy since the vehicle rides high so it's easy to get under and the cat is completely exposed so you can probably hacksaw it off in a couple of minutes.
Major emissions components covered until past 2013 here in Canada on my 2006. The catalytic converter is certainly a major emissions component if you ask me.

Just because there's no law saying you have to have them doesn't mean it's a good idea to pollute unnecessarily.
