I think he was assuming its a woman because of the long-hair and the fact that she was crying over a car crash. If its a man, the long-hair and crying would suggest an effeminate man. So therefore he assumed that it is a woman or a gay guy.
Not agreeing with the logic, just explaining the way I interpreted his thinking.

Looks to me the GS must have been going at a very high speed (with respect to a parking lot) and must have jumped over the little bush. I am amazed by the distance the other two cars got pushed over, by looking at the tire marks. Hope no one else was involved.
