just washed my car and notice my trunk spoiler's clear coat coming off thus, i have two questions:
1. Should i repaint or get a new one?
2. remove the factory spoiler period.
thanks.

It'd need to be removed to be done properly.
Wonder if it has been buffed too often or too aggressively, causing the lacquer to peel - assuming it's not a thin coat from the factory, that's deteriorated through normal wear and tear, and lack of UV inhibitors.
Might be bolted in place as well as stuck down, so removing altogether could be a non-option.
Ask your dealer's parts dept - they'd know what parts are required to retrofit one.

Contact a dealer part's dept or an independent body shop and they can quote price for repainting or replacing/ordering a new one. I am not sure about my Lexus, but my Avalon is screwed on by 2 or 3 holes drilled through the top of the trunk lid. You pull back the lining on the inside of the trunk to access. Since they look iden tic al on both cars I would assume they are attached the same way.
