I highly doubt something like that is covered by warranty. Certainly not covered under CPO warranty.
My headlights are starting to have the same affect, but only slightly after 5 years (2007 GS 350). Easy fix and comes right off if done right.

Hazing or condensation?
Can't see rain affecting the outer surface, which can be polished up to full clarity.
If you mean condensation forming on the inner surface, then the seal between the front and rear housings has started to fail, allowing moisture or cool air to enter.
Not sure if the gasket can be bought separately, you might just have to put some clear silicone sealant around the joint.

it always happen if your car sit under the sun for too long,
easy trick,
TOOTHPASTE
squeeze it on a papertowel and rub rub rub on the lights and then damp cloth wipe it off, now your GS headlight has cavity control!!!

Toothpaste?? Clever... Didnt kno that....
I also did the mcguires plastix... I Applied it like wax... Left it on for about 5 and rubbed it hard and it worked good... Just go over the parts that dont come out over and over and eventually they should... And then i waxed it after with the mcguires carnauba wax.. came out good

the toothpaste works because it is somewhat of a fine abrasive. same thing with plastix. both of those might work for a while, but eventually youll need to go deeper than both of those fine abrasives can go. youll have to go the sandpaper route. google it. basically you start wet sanding initially with a coarse paper, and then switching to a finer and finer grade paper each time. just make sure you cover the surround areas (fender, hood, bumper) with painters tape or the like.

sadly mine is yellowed and it seem cracks a bit all over, sign of the plastic going bad.
And just the other day I saw a tiny bug flying inside after I came back from the park. I thought the headlight is sealed, I guess not.

Headlights Hazing.
I do my light lenses about once a month with a product Honda makes for the motorcycle windshields. It is called Plexus. If you use it periodically you should never have a problem and if you do have a problem it will help it greatly. Have been using on my Harley (2007) Road King Classic, and it still looks like new. It you have dried on bugs it will desolve them easily. It cost about ten dollars for a spray can, but it last forever, as you use very little on each application.

to prevent this from happening again, you actually have a few choices.
A) For the ballsy peoply, tape up your car, get a can of spray-clear, and clear your headlight lenses, do a couple coats, sand down, polish, and wax or sealant.
B) You can also just simply sealant (need about 2-3 applications maybe) once a year.
I've done the "A" choice on many of my customer's cars, along with my gf's stepfather's Accord and my best friend's prelude. Their cars were immaculate after 2 years. None of my customers have ever complained to me again about their cars hazing up.
