Trunk Won't Open (Non-valet switch problem)

Two questions here. Mechanic said he can’t replace the ECU 2 with a used one, that he can’t program it. Has anyone else tried this with a non-dealer mechanic? The fuse removal and replace worked, but not sure why it usually starts acting up again after it rains or car washes, it seems. Could a seal fix the situation, and if so, where does the water get in?
