So I am deciding between GS and IS but I was wonder of any mods I could do to the GS to make it faster than the IS? Something cheap like cold air intakes or anything thing like that?? Please help.

The same upgrades you can put on a IS are the same that can be done on a GS. You may be able to beat a stock IS in a GS with intake ($150)/full exhaust ($1200+) alone but I don't think it would be enough. You'd probably have to get headers ($1000) as well and then you could beat a stock IS for sure. But if an IS had those same upgrades, you wouldn't stand a chance.

Concur with TWong,
It came down to comfort for me. I like small sporty cars yet the IS just felt like I was in a Civic - not amenities, just felt cramped. The IS350 definitely felt more nimble however.
Cheers
