Yes they will tell you about the recalls. TSB's only apply to specific concerns you may have. TSB's will not be done for free unless your car is under warranty, or is covered by special coverage outlined in the specific TSB.

and has to be under factory warranty, CPO warranty doesn't cover TSB, unless the TSB could involve in personal injury then they will do something for out of warranty car.

Go and buy a subscription to "All Data DIY". It's only about 16$/year and the amount of updated knowledge it contains has already saved me thousands. TSBs, recalls, OBD2 Codes, Repair procedures, maintenance schedules, specifications.
