Just got my rack and pinion fixed and now my volume and horns not working. Is it something I can fix like a fuse or do I got to take it back to machanic.

I'd take it back. Likely is something simple, like he forgot to reconnect a wire, but it'll be easier for him to retrace his steps than for you to start from scratch and figure out what the problem is. And if it turns out to be a bigger issue and he figures out that you were playing around with it, he could try saying that the car was fine, and that he tested all the functions before he gave it back, and he's not liable since you must've damaged it

Sounds like a ground issue. I'd take it back.
