Seat heater/blower pops fuse

As soon as I hit the starter button the seat heater/cooler fuse blows on the driver's seat. First question; is it the same 15 amp fuse for both the heater and fan? Any thoughts on what would cause the fuse to blow even if the rotating switch is OFF?
