Default 2010 GS350 AWD power steering loss

Hey guys. I want to know if you may be familiar with what exactly goes into repairing power steering loss for our cars. I know I'll need to replace the rack. At the same time I loss power the rack developed a grinding, swooshing sound. I would shimmy the wheel back and forth on start-up to get it working. Now it's permanently dead. My main issue is with replacing the steering ecu. I understand it's located underneath the battery tray. Will that need to be replaced as well? Is reprogramming involved if I do? Or is it plug and play. Dealer quoted almost $5k for this job.
