Loud whistling sound starts when car is on. 2010 gs350 AWD

Anyone else had this issue?
I'm hearing a Loud whistling noise as soon as I switch the car on. Gets even louder after cranking it up. As soon as I press the brakes, it stops on the dime, when I release the brakes, its back. sound is coming directly from the dash sounds like. When I get out the car and stand in front I can't hear it. Only warning light on is low washer fluid level. Car drives and runs fine.

Video link is not working can you repost it.
So the whistle sound you claim is in the dash, and while the car is turned it whistles and it whistles loud if you rev the engine? But the whistling stops once you apply the brakes.
To me it sounds like your brake booster is leaking. Is your brake pedal harder to press? What I would do is start the car, and flip your body and go underneath the dash and just look for where the leak is coming from. If nothing obvious can be seen, pop the hood and you will see the brake booster the brake master cylinder is bolted to it. Start the car, and inspect the hose going to the brake booster. It could be something very simple as a cut line into the brake booster.
Here is what it looks like and there prices are cheap used.
